Labour leader Ed Miliband mocked George Osborne's claim to have delivered a Budget for growth, saying the Government's cuts were damaging the economic recovery.
Responding to the Chancellor's Budget, Mr Miliband told a raucous Commons chamber: "Every time he comes to this House growth is downgraded."
Mr Miliband said: "One fact says it all and he couldn't bring himself to say it: Growth down last year, this year and next year.
"It's the same old Tories - it's hurting but it isn't working.
Last year Mr Osborne said "judge me on the figures", Mr Miliband told MPs.
"Well, judge him we will. Every time he comes to this House growth is downgraded.
"Last June: 2011 growth down from 2.6% to 2.3%. In November: down again.
"And in January, what did the Prime Minister say? His three priorities for the year were 'growth, growth, growth'.
"And what happened in this Budget? Growth down, down, down."
As Deputy Speaker Lindsay Hoyle was forced to appeal for order, the Labour leader continued: "What is the Chancellor's singular achievement? To deliver a Budget for growth that downgrades the growth forecast."
He added: "It didn't happen by chance, it happened by choice. His choice and it's the wrong choice - to go too far and too fast."
Mr Miliband ridiculed Mr Osborne for blaming the winter snow for the economy's poor performance.
