The judges felt that Mr Byrne, who was promoted in governnment to become Chief Secretary to the Treasury, but is no longer West Midlands Minister, had lost an element of direct influence in the region.

David Bintley, the acclaimed artistic director of the Birmingham Royal Ballet, moved up 25 places to fourth spot in recognition of his increasingly important role in the arts.

An even faster riser, Gary Taylor of Argent, up from 36th place in 2008 to fifth spot, was singled out by the judges for his potential to deliver the £1 billion Paradise Circus regenration scheme.

Marketing Birmingham chief executuive Neil Rami roared into the Power 50 for the first time, in sixth spot, while Birmingham council regeneration director Clive Dutton, who recently announced that he was moving to a new job in London, is in seventh position.

Two familiar faces crashed out of the Power 50 compeletely – Sir Michael Lyons, chairman of the BBC Trust and former chief executive of Birmingham City Council and Sir Albert Bore, leader of the council opposition Labour group.

Both men belong more to the city’s past than future, the judges decided.
